Douglas County Clerk Office

The Douglas County Clerk is the county office for many records that are not court case files. The clerk conducts elections, maintains voter registration records, keeps public records for the county, records real property documents, processes property value appeals, issues birth and death certificates, issues marriage licenses, registers domestic partnerships, performs civil wedding ceremonies, records military discharges, and provides access to archived records.

This office should not be confused with the Douglas County Circuit Court records counter. Oregon transferred district, circuit, and probate court operations from county clerks to the State of Oregon in 1983. Since that shift, divorce cases, probate cases, criminal case files, civil lawsuits, traffic cases filed in Circuit Court, jury matters, fines, and custody case records have gone through the court system. The county clerk remains important for marriage and recorded county documents, but it is not the keeper of modern Circuit Court case files.

The Digital Research Room provides public access to clerk records, but it starts with a disclaimer. Douglas County says the information is presented as a public service, updates and corrections occur regularly, and the county and staff do not accept liability for errors or omissions.

Douglas County Marriage Records

The Douglas County Clerk issues marriage licenses and records licenses after they are returned. The online marriage application outlines a four-step process: complete the online application, appear at the Clerk's Office with proof of identity and payment, take the license to an authorized officiant, and return the license after the ceremony so the clerk can record it. The county does not require proof of officiant authorization beyond the completed officiant information on the license.

Marriage records in Douglas County can include applications, certificates, licenses, and indexes. The Oregon Secretary of State's records inventory notes fields such as names and residences of the bride and groom, officiant, fees, filing date, volume and page, certificate number, marriage date and place, and signatures. Since 1906, Oregon marriages have been officially registered with the state.

Apply for Douglas County Marriage License

Applicants should complete the online application before appearing at the Douglas County Clerk's Office. Both applicants must be legally eligible, and the county lists age, relationship, prior divorce, and Oregon-use rules. A license may be obtained in any Oregon county and used only in Oregon.

Douglas County Clerk Public Records

Military discharge records are sensitive even when recorded as a public service. Douglas County lists DD-214 recording at no cost, but requesters should expect privacy limits on who may obtain copies. Birth and death certificate access is also governed by vital-record eligibility rules, not the same open search rules used for recordings. For elections and voter registration, the clerk is the local elections office.

Douglas County Clerk Access Law

County clerk records are county public records, but access depends on the record type. Oregon public records law generally gives a right to inspect nonexempt public records of public bodies under ORS 192.314. ORS 192.324 allows public bodies to set inspection and copy procedures and recover fees, and ORS 192.329 sets response obligations for public-records requests. Exemptions, privacy rules, and record-specific statutes still matter.

That legal split is also why Circuit Court records should not be requested from the Douglas County Clerk. ORS 192.478 exempts the Judicial Department from the public records request statutes in ORS 192.311 to 192.478. Court records follow court access procedures instead.
